Open Access Publishing: IReL Agreement

IRel and Open Access

TUS is a member of IRel, a consortium of Irish Research Libraries. Established in 2004, it provides participating member institutions with access to a wide range of licensed e-resources, open access publishing agreements and open science infrastructure.

IRel secures open access agreements with publishers. Transformative Agreements typically allow corresponding authors from eligible institutions to publish their articles open access immediately on publication. These read and publish deals have evolved as a result of changes in the open access landscape and in particular Plan S. The agreements cover both the subscription to the journal (the read element) and the the open access publishing cost (the publish element).

IReL FAQs

What is an APC?

An Article Processing Charge (APC) is a one off payment to cover the costs of publishing in fully Open Access or Hybrid Open Access Journals. TUS membership of IRel provides access to APCs for a number of journals.

How are the IReL APCs allocated?

For a number of the agreements there is a limited annual quota of article processing charges (APCs) available to the consortium. TUS shares the allocation of APCs with other members of the consortium. APCs are allocated on a first come first served basis to all members of the consortium.

What happens if the APC quota for an agreement has been reached for the year?

For agreements with a limited annual quota, once the maximum article allowance is reached, authors will not be offered the option to publish open access at no cost, as the eligibility recognition will be switched off for articles accepted for publication after that point. For further details please see the above linked individual agreement pages. At this point if the author still wants to publish Open Access with that journal the author will need to find another way to pay for the APC (such as from a funding allocation). Or if it is close to the end of the calender year the author could try waiting until the following year to publish when the APC quota has been refreshed. However, please note publishing the next year is never guaranteed and there is no way to reserve an APC for the following year.

How to Publish with IReL APCs Information Sessions

Do I still need to self- archive my research in an open access repository?

Yes! Some funding bodies/programmes (e.g. Horizon 2020) may still require you to archive your publication in a repository even if it is already published open access, so check your grant agreement to ensure you comply with any such requirements.

Some other benefits to depositing your work in TUS Research Repository include

  • Greater impact of scholarship
  • Discoverable via search engines such as Google & Google Scholar
  • Long term preservation of work
  • Enhance Faculty/Department/Research Institute and TU's reputation
  • Enables and encourages interdisciplinary approaches to research
  • Building research and industry connections
